That's true. He is saying that renewable energy will be the winner and oil and coal will be the losers. That much is true.

However, within the renewable energy industry, he is not picking winners as far as I can tell. We all know that we need to move away from oil. It's in this country's best interests. The faster we can find alternatives that are cost competitive the better. He's moving us in that direction. With investment and scale, we'll be independent of oil eventually. I'm all for it.
