Foreign aid at times buys us influence and at others causes disdain for Americans. Certainly the victims of tyrants being propped up by US foreign aid would reset America.

As much as most of us would like to withdraw foreign aid, it is never easy to do it cold turkey. Carter tried it when he stopped aid payments to the Ayatollahs in Paris. Having lost their free ride they returned to Iran with disastrous results.
