The unemployment costs for all the GM and supplier workers and their families would dwarf the cost of the loans that GM is getting. You would also lose the taxes those workers are paying.

Net net it's cheaper to keep them afloat until, hopefully sales come back. With their fixed costs they are not viable with a 35% decrease in unit sales.
