It seems completely credible to me that central IT guys at government agencies would prohibit TPM usage by individual government employees. Forget about the potential impact on "imaging and replication," which I interpret as references to the ability to centrally manage the configuration and content of local workstations. A TPM that is turned on locally, but not managed on the central server, is a potential security liability rather than a network security asset. The TPM is a powerful technology to control network access and assure proper configuration of local machines, but only if you centrally manage it. If you are not going to use the TPM as an integral element in your network architecture, its probably better for network security not to use them at all.
