Why pay for something TODAY, when you know it is only going to be CHEAPER in six months?

While that is going on, most of the low spending is because people are out of work, or cannot buy large purchases such as houses or cars because of lack of financing. The deflation eventually makes some start buying. Like when as stock is falling, and eventually people buy it because it is cheap. Some buy the stock because now their cash remaining can afford it.
