What the hell does this mean?

It means that the government, like building of roads, makes the payments to research companies to develop most of our drugs. That is the big deal behind the stem cell issue. It wasn't that the companies couldn't do the research - they could. It was that the government wouldn't fund it so several had two separate labs side by side, two sets of everything because the government (bad government) made a moral issue out of a scientific one. .....By roads I mean the government doesn't actually build the roads, they just fund the building of the building of the roads. ....I assume you understand the governments role in dispensing flu shots through the health departments. I don't need to explain that too do I?
