why do we need so many?

To show you how bad it gets. Our local Liberals here in the islands set up a special program for all of the native kids to opt out of regular English in the first few grades and take Hawaiian language. Then once they have learned it, to back into regular English in third or fourth.

These are mainly kids from poor families speaking pigeon. By the time they get back to an "English Only" class they are lost. They end up in working in entry level jobs as servers or at the car wash.

In the meantime, Kids from India have parents who pay extra so they can speak "CNN English." They end up running the Hotels that the locals work at. Our Haole kids all speak pigeon to each other but their parents force them to speak good English at home.

Then when the local kids complain that they can't get good jobs, the same people who set up these classes tell them "it's because the Haoles are discriminating against you."
