No, you said the DOJ has the authority to declare waterboarding legal or illegal. That's simply false. Just substitute the the word waterboarding with the word murder and you can see just how silly and wrong your understanding of the situation is. If your lawyer tells you you can rob a bank, can you now legally rob a bank? SD
