I'm not an attorney -- and certainly know nothing about international law, so I don't know whether it does or not. I doubt you do either.

There are certainly some such documents that do only apply to signatories. As a general rule, I would think no president would waive our sovereign rights on a unilateral basis, but I don't know what was or should have been done in this case.
