Put 'em where the wind NEVER stops. Where, you ask?

I say, kill two dodo birds with one stone. Close the beltway loop freeway to traffic. Voila, quieter, less carbon emissions, yada yada.

And on that newly vacated and already cleared space, put hundreds of thousands of gigantic windmills, all pointing directly away from Congress.
