that is the question.

also, we need to get people to take better care of themselves and should some of the cost burden. a millionaire elderly person should pay more (has more, more use) than an 18 year old unemployed kid.

the problem is that the millionaire elderly folks want the kid to subsidize their health care.

generally speaking, of course. there are exceptions.
