I don't think that this is true. Every religion deals with the fact that we are fallen flawed creatures (though the term belongs to Christianity, which is an Eastern as well as Western religion). The question is, how to proceed from there? The West certainly follows in Christianity's path of saying we can be improved by our own efforts, or why bother to educate anybody? What Christianity says is that salvation is a gift.

Western Civilization certain cannot be run with a population in a state of nature.
