Yes, I have and we discussed it on the Health Care thread months ago. It is so minimal as to be totally insignificant. At least it is now.

I say, "Go for it." If someone is willing to have their treatment administered in a foreign country that is fine. For me, I prefer the US if I have a major medical problem.
