Liberals believe that humans can be perfected with the proper environment, education, social programs. Crime is committed because people are poor, uneducated, alienated from the community. If we take care of that we will have no crime.
They have not given up on the old Soviet idea of creating a "New Man".

That is unrealistic. There will always be crime because there will always be people who will do crime if they think they can get away with it. There will always be poverty because there will always be people who make poor choices. If you give a person too much power they will eventually abuse that power.

Governments are instituted to deal with this unfortunate reality. We need laws and police and courts to deal with crime. We need some kind of institution to deal with people who slide into poverty. We need to diffuse power, atomize it, spread it out, because if it accumulates in one point it will be misused.

That is the fundamental difference between liberals and conservatives.
