Many economists see it that way. The failure of FDR, for them, was not throwing enough money against the Depression until he was forced to by WWII. It wasn't the war, but the SPENDING, that ended the depression. All during the war, and many years after, the top marginal tax rate was 91%, to pay for all that spending.
