You have to be cognizant of the changed economic circumstances, and react to them! What is highly advisable in economic policy during good or boom times, during the "up" side of business cycles --- (balanced government budgets or even slightly budgets in slight surplus, the better to pay-down accumulated debt) --- is economically dangerous during major downward cycles, and especially the rapidly accelerating downward phase, of economic BUSTS. That is... unless you are crazy and actually trying to recreate a Great Depression....
