The DOJ is trying to get the court to release all Microsoft OEMs from the clauses of their contracts that may prohibit or impede release of information to the government. I think he may expect that a lot more information may become available if they do that.

Perhaps they are case-building for the motion to do this. On the other hand, some people just write like that, in government and out: Third party, royal we, passive voice, dependent clauses.
