That is the normal procedure. Which Blanco followed. And Bush even got around to declaring the state of emergency the Saturday before landfall. So what are you talking about, i-node?

Even if it hadn't of been done, FEMA can move in the case of an emergency without state authorization if they deem the situation dangerous enough. Still looking for the link on that one.
