Personally, I assume all electronic transactions are recorded and databased, not only by the card companies, but by the gov't, ala e-mail snooping and telephone taps. By all, I mean 100%. I also assume that all positioning device, e.g. cell phone, Blackberry, gps tracker on the auto, etc., result in archived data, perhaps not all the time yet, but eventually.

I might be wrong about the complete databasing... yet. But it's coming. There will be (and I'm sure *are*) people employed to write programs to prowl through the data sets with various algorithms to pop people up as candidates for closer examination. Essentially, the same as the IRS. As computers get faster, the time delays will cut down, video will be added, etc.
