I don't think he did.

I don't believe he mishandled Katrina badly in most respects, primarily, because he was MIA. After I read the email exchanges between him and various people I was offended and dismayed at his arrogance. He was a poor administrator and that's why he lost his job.

But the truth of the matter is that FEMA was functioning reasonably well under the circumstances without Brownie.
