REYou are falling for "it's the parent's fault" argument.

Ultimately, it is the parents who determine how educated their children will be. My father is brilliant, so I am probably an outlier. Even without a really smart parent though, you at least need one that cares. Look at how well home schooled kids do. That is not a fluke. These are parents that take the education of their kids seriously. Parents are the most important part of education.
