I recall Bush specifically saying there wasn't a connection with Iraq and 9/11. There was many an attempt to link AQ with Saddam. AQ was active in the Kurd region and there was talk that they came down to Baghdad and met with Saddam. By talking about these alleged meetings, they also were suggesting that Saddam was tied to 9/11. Americans were resisting the notion of invading Iraq so the Bush administration worked hard to put Saddam at the center of the terrorist debate. Later we found out there were no ties with AQ. One very good reason is because Saddam was secular; AQ is religious. Saddam never got along with his neighbors for that very reason.
