I agree with this last post about '98 and beyond being a different story. However I don't have an informed opinion about the price differential that will be acceptable to the telcos.

The only thing I know about pricing is that the telcos have to provide this service to the consumer with a price that is competitive with what's offered by the cable companies. As you know, they are now charging for ISDN by the minute, this won't fly. So they do have price pressures.
