The facts only support your statement if you deny a lot of other information. And the only reason to do that is because those facts don't serve the purpose you promote.

"Fully contained."

The Ba'ath party, which extends across the continent, was strongly supportive of Saddam's regime. The sanctions were deteriorating. Russia, France, Germany and others were undermining them. Arabs, Persians and people of conscience from around the world were critical of the sanctions and wanted them lifted. I personally considered them a horrific sinful action against humanity. The consequences were inhumanly brutal to hundreds of thousands of innocents.

He was keeping the mightiest superpower the world has ever known fully occupied and caused repeated activations of associated military operations. He had tight fisted control over the region within his borders (remember the 100% approval vote) and defied the superpower US military by installing anti-aircraft missile launchers to thwart the flyovers. Time was on his side since he still had vast wealth that could be used to bring his modern military industry up to par within a short period of time, whenever the sanctions could be overcome. He shouted taunts from the steps of his capital and he had the confidence, people like you would convince America to turn its back and run from him.

He was a goal driven man, who had never recognized his own wrong doing, let alone express remorse over it. He continued to threaten other powers and declare his power agenda. He was comfortable letting hundreds of thousands of innocent Iraqis die rather than cooperate with the world powers who were imposing the sanctions. Why? again because he knew the future would be in his hands if his regime could last the test of time. Those are the facts from the view of a Saddam Hussein who did not accept defeat or your view of him being fully contained.

Certainly not the harmless old has been you claim he was. His regime did not pass the test of time, thanks to us.
