Bush was supposed to be someone who can surround himself with very qualified people, but he didn't really live up to that reputation. Some were smart like Cheney and Rove, others were just plain stupid like Tenet and that FEMA guy. The crack about his IQ wasn't meant to be taken literally, of course.
