No, that isn't true.

But you know that, don't you?

"Because they don't want Intel to become the next Microsoft."

That doesn't make sense. For one, they pretty much already are. For another, why would they care? And finally, Intel employs more people in Europe than AMD does. So they should be more sympathetic to Intel.
