San Quentin is an OLD prison on expensive real estate - it should have been sold and torn down years ago.

Prisons aren't really good as national treasures.

Selling these properties not only brings money to the state, but the properties will go on the local tax rolls.

Governments tend to accumulate assets and then not use them after a while. There are many army posts strategically located to stop Indian attacks.
