San Quentin is an OLD prison on expensive real estate - it should have been sold and torn down years ago.

San Quentin is close to San Francisco and virulent anti-death penalty protesters. When CA had lots of money, why not keep it open to allow protests outside the gates? The legislature could try to influence the results. Once the death row inmates are moved to east bum fcuk California, the protests stop. And there is plenty of east bum fcuk in California.

Now that the state is BK, there may be many actions taken that have been delayed.
