If you are thinking about heading South, Don't forget about Belize: tiny, tiny former pirate/British colony, ethnically diverse with several languages and dialects spoken but official language is English, low population density, corrupt, lazy, quirky Carribean style government/politics, some high crime areas to be avoided, poverty in many places, keep it toned down and go local and you will be fine or live in one the touristy Expat areas if you have the money.

They will let you stay their forever as a tourist if you pay some small monthly fee or they have a retirement program (show them proof of some small income and they will let you import some personal belongings and give you residency.) They had one of the cheapest buy a citizenship programs around for a while, but it got shutdown because people were taking bribes and selling passports to anybody and everybody that wanted one.

It was on my short list of places for years until I figured out that my best path for me is to first head to the Great White North and then to think about heading South at some later time.
