Other than the fact we don't know that, I guess you have a point.

It can be tough to prove a negative. But if the facts didn't support his argument there is little doubt Obama would have released them.

After all, he had no discomfort with releasing the part that was most damaging to national security, so why else would he have withheld these details which the Rs now want to release?
