If the teachers are the highest paid in the country, 25% over the next state, but the per-pupil spending is 47th, that would just imply class sizes are huge to make up for higher teacher salaries, right?

I would interpret the data to mean that California should spend more on education, but use it to pay more teachers as opposed to pay teachers more.

I think I just came up with a campaign slogan...
