how does being 47th in spending account for the *fact* CA teachers that are paid 25% more than the second place state?

You appear to be full of crap.

California is 25% above the national AVERAGE. CA has an average salary of 63K, CT has 61K, and NJ and NY have 59K, RI, IL, and MA all have 58K. There isn't a 25 percent difference between the top three, or even the top ten.
