When the market goes down people can delay:

Buying a car
Buying a new computer
Going on an expensive vacation

Companies can as a response to lower demand cut back on capital expenditures
hiring workers
etc.

Any way you look at it, year 2000 fix is not discretionary. You have to do this. That is why I am almost fully invested in year 2000 stocks. Yeah, the market may tumble and that may even cause a recession but the Y2K companies will still prosper.

Also, someone mentioned that we are entering the "second phase" where earnings will be scrutinized. I'm not so sure. It appears that we are still early in this in that many companies have put it off later that many of us thought. I think the second phase starts when more people start talking about Y2K and that appears to be delayed until 1Q 1998.
