Many states have this: cga.ct.gov It appears to work just fine. If the power to tax is the power to destroy- why not start with candy and soda? Unlike alcohol, which in moderation can actually serve a purpose for some people, sugar is poison, and sugar in soda is poison that also melts your teeth. I'm for anything that puts a dent in Americans' gluttonous consumption of sugar.
