voters will always vote against stuff that hurts them. Putting everything to the vote is not wise. Choosing execs who can make tough decisions is better. Corzine in NJ is auch a case. His poll numbers are awful because of austerity but i bet by november he will have a better than fair chance to be reelected. People may vote know but they want leaders to make the tough decisions for them. Problem with IR&R stuff in CA always shows up in tough times.
