Not sure where you're getting your numbers, but assuming they're correct, the difference lies in the fact that the money was left in the hands of the American taxpayer, who determined how they spent (or saved) them. That's called inducing consumer demand.

You don't induce consumer demand by having the government raise your taxes and direct it where the power elite see fit.
