I never suggested motive should be a crime by itself- I just like it as an ancillary, and as a reason to enhance the crime charged/time served/whatever. I thought I'd read there was an enhanced charge if the motive for a murder was profit. I thought it was US law, but it may not have been.

The court can, of course, choose to allow greater punishment based on status of the victim if it finds an extremely compelling reason for the law. I don't really care how the court figures it out. I approve of the enhancement of the crime. Obviously if there is no crime, there is no charge- so thoughts, in and of themselves, are not crimes.
