If they previously were basing bonuses on just the number of billable hours by an attorney, I'd guess that many of their clients indeed questioned the "value" of their services.

My first legal job was with a large law firm (200+ attorneys -- the largest in Oakland at the time). I cringe to think of the lack of "value" that I provided our clients for each hour that I billed. Smaller firms like our present one cannot afford such luxuries, which is fortunate for those who trust us.
