What you're saying there is that you would consider prosecuting terrorism as a crime separate from the specific acts involved. So if somebody flew a plane into a building, you wouldn't just prosecute them for murder, destruction of property, and arson. Right?

Just as a conspiracy is a crime separate from the specific acts involved. Its not about motivation. If the unlikely event of having a terrorist group without hatred or any special motivation you would still have terrorism.

In extreme cases terrorists pretty much going beyond crime to waging war against a country or government or group. Things like charges for being a member of a terrorist group/conspiracy are a more moderate reaction than openly waging warfare back.

It's not about the "victim class"

It is indeed about the victim class.
