What would make them terrorists if they didn't have the special motivation?

If they are undertaking mass terrorism in order to make money (an ordinary criminal motivation), or any number of other motivations that aren't based on hate, than they would still be subject to the terrorism laws. Such motivations might not be likely, but this shows that its not a matter of special motivation.

As for simple negation, a simple direct assertion can reasonably be simply and directly negated. It may not be productive for conversation, but it isn't unreasonable, illogical, or in any way wrong.

If you had some very developed argument about how its has nothing to do with "victim classes" than I could address the argument, but there wasn't any.
