I have a new working theory of Obama:

That his rhetoric never matches his actions because he chooses his rhetoric to counterbalance his actions.

Thus, when conservatives hear him sound like a leftist, as in his national security speech, they should actually be relieved because it means that he intends to keep the Bush policies unchanged. But when he sounds reasonable and centrist, as in his economic pronouncements, then hang onto your wallets!

One other observation: Just because Obama acknowledges that certain choices are "hard" does not mean that he will treat decisions other than his own with any respect.
