That does not mean they 'primary dealers' are not somehow trading the paper of the other cb's; it is hard to say; this is a complex and global forex network involved in OMOs. We cannot really say for sure since the CBs are tied into the banks that these dealers buy and sell to. It is an extreme complex web these days. West
