Cheney had his scheduled, then the White House reacted.

So Cheney announced he would give a long speech on national security related issues, and the White House immediately felt threatened. It had to react. If it did not, it would lose the national security debate, which could cause tremendous problems 1.5 and even 3.5 years from now; Obama can only win reelection if Americans believe he keeps them safe.

Instead of waiting a week or so before giving his speech, Obama scheduled his speech on the exact same day as Cheney scheduled his. This was Cheney’s first victory: seemingly, Obama felt so threatened by the upcoming speech of the former vice president, that he believed he had to react, and immediately so. For the first time in his presidency, Obama was truly playing defense.
