Um, doesn't it mean that the RATE of shrinkage declined a bit? It says right in the first sentence that California lost 63,700 jobs in April.

That's 63,700 fewer people paying state and federal taxes each pay period. That's 63700 people who are going to cut spending. It's also whole bunch more people who will be seeking social services.

California is toast.
