How can the gov't change for the better? It's comprised of millions of tiny, independent brains all intent on independent survival. The resulting creature appears to be a gigantic amorphous blob which consumes all in it's path and discharges a stinking, steaming, slippery mess in it's wake. It's the first organism known in the Universe capable of consuming part of itself and yet getting more massive at the same time.
