There is a chance that such targeting of hatred and the ACTIONS such hatred engenders, might reduce it. Pick that up from the death penalty thinking. An assault is an assault, the motivation for it not the issue. The whole hate crime nonsense is like smut - I know it when I see it sort of stuff.
