The legislatures can define conduct that constitutes hate, it's really not very hard. If there were major legal ambiguities, don't you think the many federal judges Bush appointed would have raised them by now? The 1993 Supreme Court case on this was a UNANIMOUS opinion under the Rehnquist court. I repeat, where are the actual legal objections to these statutes?
