If they've paid rent, they are owed use of the property for which they have paid. The tenant who is current on obligations is the victim of theft, aided and abetted by the Sheriff who enforces evictions without notice, denying the tenants' rights to due process.

The defaulted landlord is the perp. The victim is the person who fulfilled his contractual obligations.
