Would health care cost the US so much, if there weren't so many Government employees getting their premiums mostly paid by the US Government?

Is the last estimate I heard true....counting city, State and Federal including the Military employees...this group totals about 50% of the working people in the country.... is this accurate? If so, no wonder our expenses for medical insurance are so high!
