Perhaps less welfare means less alcohol, cigarettes, game boys, Ipods, etc. I have seen enough welfare queens buying food with food stamps and booze / cigs with cash. Perhaps there would be more work for legals if there were not so many illegals. Wages would have to rise without this competition. The one part of the equation you seem to ignore is perhaps California's environmental and social programs have something to do with business moving out.
